Local Offer

The Government has asked all local authorities in the UK to publish, in one place, information about the services and provision they expect to be available in their area for children and young people from 0 to 25 who have Special Educational Needs and/or a Disability (SEND). This is known as the Local Offer and must include information about:


  • Education, health and care provision for children and young people with SEND.


  • Arrangements for identifying and assessing children and young people’s SEND, including arrangements for requesting an Education Health Care needs assessment.


  • Other education provision (educational provision outside of schools or colleges such as sports or arts provision).


  • Training provision, including apprenticeships.


  • Support to help children and young people in moving between phases of education and to prepare for adulthood.


  • Sources of information, advice and support in the local authority’s area relating to SEND.


  • Arrangements for making complaints, for the resolution of disagreements, mediation and parents’ and young people’s right to appeal a decision of the Local Authority to the Tribunal.

The Independent Parental Special Education Advice organisation (IPSEA) has produced a helpful guide about EHC needs assessments.


The Department for Education have also produced a guide for parents and carers on SEN changes in 2014 and on the rights and obligations of carers and local authorities; SEND: guide for parents and carers.


The website SENDirect provides an overview to help families provide the right support, services and information.


All local authorities are also obliged to provide information on the local offer in their area.
